FTP access problems...

I set up our OS X Server 10.2.5 with FTP settings 2 weeks ago and all seemed to be fine. Now when I try to access via FTP, regardless of the user (admin or other) I see all of the symlinks in the FTPRoot folder, but when I try and access one of them or drop a file into one of them, I get the error: Permission Denied: File Not Accessible. I ran a Permissions repair and deleted the symlinks from the FTPRoot folder (so they were recreated) but still no access. (Note: one of the users was set up with a home directory, and that user is correctly sent to his home folder via FTP with proper access etc.) Any ideas?
