Panther Server - Windows Services won't start

Our Panther Server (10.3.3) will not start up Windows Services which means I can't connect our XP boxes to the server for plain old SMB servies. The logs from the Windows Services show that it tries to start-up and the it gives the following messages:

__No printcap file name configured!

__ERROR: Failed to initialise messages database

What's this "messages databse"? any clues how to fix this will be muchly appreciated.
