PrintService: Users cannot print when quotas are enforced

Hello,

When ever I enable enforce print quota for queues users cannot print at all.
If I turn on the option to enforce print queues off they can print as many pages as they like even though I have defined the amount of pages the users can print in workgroup manager. I am at a school so students can print 1000's of pages! Yes, I have hit the restart print quota button in workgroup manager but it seems to do nothing!

Has anyone ran into this problem at all? If so can you throw a few suggestions my way.
