Depending on how your authentication system is set up, you may be able to log in as root and reset it that way. root doesn't need to know the existing password of a user to change it.

That didn't say that you had to change the password in the keychains editor; it said that the keychain password would not be changed. Therefore, it succeeded in changing the password. Whether this fixes your problem or not is another issue.

My guess at this point is that you have issues with your Open Directory configuration or with the actual info on the Open Directory server. I've read that demoting the server to standalone (from master) and the promoting it back to master can fix these types of problems.
Of course, make a backup first, and only do this at a time that you can take the server down and restore from backup if you have to. I can't be held responsible for a fubar'ed server.

User preferences? Not Workgroup Manager? Are you using Open Directory at all? If so, is this the master server?

yes i am using open directory and this is the master server.
After much fiddling i found a solution. I created a new temporary admin acount and then used this account to delete the other admin account. I was then able to administrate the server again. Howver i like to keep things neat and tidy so i then recreated an admin account under the original name and i used this account to delete the temp admin account.
I don't i have fully fixed the problem however as i was unable to administrate the LDAPv3. i had to disable and enable this under open directory assistant and then i had access to the domain.
