Vanilla OSX - changing the FTP port used?

While this isn't an Xserve question, its a server question (though on regular X, not server X)

How do I change the port setting (from 20 or 21 or whatever) that OSX uses to another? My ISP blocks several ports, those and port 80 included. I'm sure its in a file somewhere, just.... which one?

You may want to consider using wu-ftp or the like since it lets you specifiy which ports to listen on. Ftpd requires ports 20 and 21 for control and data and a range of ports in passive mode on which your ftp data is actually transferred. You may also want to consider using NAT which is available on most DSL/broadband routers or part of a package such as ipfilter. Personally I would change my ISP.

The listening port is defined in the services NetInfo Map. One way to change it would be to use the NetInfo Manager utility (in the Utility subfolder of the Applications folder) to change the entry in the services map. Most Unix implementations store the definition in the file /etc/services, but OS X uses NetInfo.
