OSX Server - BOOTP + NetBoot questions

Hi there,
I'm trying to help a guy at work set up an OS X server to do netbooting for a few clients, a pilot project really. The problem is, it was previously set up to assign BOOTP addresses from a huge pool of IPs (basically our whole office network). We've locked away a block for the server, but every time we try to clear the existing range and enter the newer, smaller range, it doesn't stick - as soon as I open the Network Control Panel the old ones are still there, even on a reboot. This is all done while logged in as root.
Is it possible that this is just a GUI front end to a text file somewhere? (the UNIX underpinnings make me think that). If so, where does OS X Server (1.2) keep the bootp ranges? I've looked through most of the /etc tree, but been unable to find it.

Any help would be VASTLY appreciated :-) And we may offer you a job too

All netboot and bootp param's are in netinfo. Edit this WITH CAUTION!!! You can clear out the netboot client entries and bootp pool addresses, etc. I would suggest making a backup of the netinfo database files located in /etc/netinfo and pratice booting into single user mode, mounting the volume read/write and fixing problems!
