Win 98 can’t find the Server. Why?

Hello to all!
I'm a newbie and will install a Mac OS X Server 2 (10.0.4) on a G3.
It is for a small network with 8 Macs running 9.1/9.2.1 and 5 Wintel PCs with Win 98/Me run on it. We have not a static IP an our dsl line. So we don’t need a public webserver, only a internal webserver to develop in php and MySQL. For develop with Adobe Golive we want to run WebDav. For all the macs and also the PCs we need the filesharing running. We need only one local NetInfo (we think?).

And now the problem.
When we install the Mac OS X Server 2 (we make this for min 7 times), all will run perfect, but on the Windows PCs iwe can’t the the server in the Network-Neighborhood. ping the servers ip is ok.
The fakts:
all PCs have her own IP, the group name is "familie" and Wins is on with the servers IP as the Winsserver but no Domain. The hostname there is the computers name e.g. "sammy". Before the server we used Dave on Macs. This runs perfect.

the server:
the IP we write in the controlpanel "network" is the 192.168.0.5 but the localhosts IP is shown as 127.0.0.1 in the NetInfo Manager. Why?
In Serveradmin under Windows we have the following settings: server name. "osxserver", Workgroup "familie", Allow guestaccess is checked, enable wins server and and Master Browser is also checked. iIn Netinfo domain setup we have this: "use local netinfo only", and authentication manager ist checked.

Pleas help us.
