yes, 6 months later, you have to open the CGI's in a program like Show Info, which shows read write AND executable permissions. Check all 3 execution options for your CGI, and it should then run, assuming you have CGI's turn don in apache. That goes for perl CGI's, getting applescript CGI's to run in apache can supposably be done in OS X Server, and I happen to be working on that right now, but I'm not to confident. As great as AppleScript CGI's would be, your best bet is probably going to be to learn perl or something else like it.
