Is there any clean and *easy* way to import users into Mac OS X Server??

I know there's an import command, and I know the file has to be in XML format, but what I'm asking is if there's an easy way to get the XML file formatted and merged with a list of users...

I thought of (and tried) creating a FileMaker database, then creating a MS Word 2001 document which pulls its data from the database (using mail merge). I did that, and got the file created, but it gave me errors when importing...

I think the errors came because I already had a user with the same ID MANUALLY created on my server.

Someone needs to write a program to do this!!! Come on, Apple - what ever happened to "combining the power of UNIX with the ease-of-use of the Mac"????
