Apache and Port 16080??

After running a small website from an Applshare IP server for awhile, I made the switch to OS X server. Things are running great for the most part, but then I noticed something odd...Apache reroutes all traffic to port 80 over to port 16080. This wouldn't be a problem except that a lot of my users are behind firewalls, and can't get pages from port 16080. It seems to be a function of Apache and not OS X. Any ideas how I can fix this "feature"? Any ideas on why it happens in the first place? I just can't think of any logical reason for this.

Port 16080 is used by the performance cache. Turning off the performance cache will stop the server from using port 16080.
