FTP broke...Help!

Dear Friends,
We moved our Mac OS X Server 10.0.4 box to a new location (new ip) and now FTP isn't working through normal GUI clients (Fetch, Transmit, etc). Everything else works (ssh, Apache, AFS). Oddly we can FTP using standard command line tools in Linux or Mac OS X anything else won't connect or when it does it won't list a directory. We upgraded to 10.1 and that didn't help, the problem remained the same.
Our logs don't reflect any errors, or anything else notworhty. Any ideas??? Thanks,

Try changing the 'Use passive ftp' settings in Transmit or whatever.
