I couldn't find this in a search here so, sorry if it's a repeat...
This saved one concert and one movie disc for me. Enabling "Dolby Line mode" gets rid of the volume dips by removing the audio compression. However, dialog may become too faint. YMMV. Also, the mode seems to be set at launch of the player, so I can't change on the fly. Could be just my PB setup.

Yeah.
Found out about this a couple of weeks ago in a Panther features thread. They're finally making it a regular option.
I am SO glad for this hack. I'm picky about audio, and the compression ruined all my concert DVDs and several movies for me.
And I'm hellishly relieved that the compression was in the player software. I'd feared that the DVDs that most offended me were just mastered terribly.
They've all come back out lately.

A while back I brought a couple DVDs into the local Mac retailer to see them on the then new 17" Ti Powerbook.
I remarked that I really wished Apple had a system wide EQ built in.
Some ditzy woman says "What ever would you want that for?"
Still no EQ.

I could hear me being a dick and saying (after I roll my eyes for a half hour) "because I care about the audio quality"

That cuts both ways. Every EQ is detrimental to the sound quality. There's phase shifting and other odd losses.
It's a trade-off. If you're listening via the built-in speakers on an iBook, EQ is more likely to help.
