This just happened in the past couple of days. Not sure if it's related to all the extra virus email, to a recent security update, or what. It affects Safari on both user accounts on my G4. By the way, we're running Safari 1.0, under OS X 10.2.6

The regular icons on the right side are still there, as well as the clock, but if I click anywhere in the menubar, it turns blue and sometimes just the help menu will appear.

Can anyone help?

Try pressing command-shift-f
If that makes it fullscreen press that key combo again and you have fullscreen safari installed. (check /Library/Application Support/SIMBL/Plugins to find it. I don't think the APE works anymore so I don't think that'd be the problem)
