Perhaps you can just change the minimum CPU speed setting (or delete it altogether) to make it work on a G4 450.

Yep, i just opened it in bbedit and changed to it to 350. the application opens now.

I maxed out a G5 1.6 easily my first-time ever using Soundtrack.

Just remember that there are reasons that the minimum CPU spec is in there. If anything odd happens, don't complain, or blame Apple or anything else...
