Ok i noticed several things these days, mail , safari wanting to read the keychain. Im like wtf !!!, Why do they need this to do the job damnit. SInce , my connection speed is getting slower. I just dont understand why they need to decode the keychain. Of course i did authorise this. Answer me why thats all i want.

That happens when you update the OS.

The update installed a new version of Safari/Mail. The OS just wants to make sure you trust these programs - which it doesn't see as "Safari/Mail" any more - with access to your keychain. As for why they wants to read it, where else do you think your mail and website passwords are stored?
