i just got tired of entourage repeatedly crashing on me for no perceptible reason and switched to apple's mail. and now i know why i didn't do this any sooner!

i can't seem to find where to modify even some basic settings, such as line length or quoting character. could someone please tell me how to do this? i also want to save my sent mail locally, instead of on the server, but i can't find where to change that.

the preferences seem to only have six panels, including one called "composing" (which should, but doesn't, have the aforementioned options).

Saving sent mail locally is done in the Advanced pane of your Account prefs.
As for the line length and quoting characters, I dunno. Maybe play around with the Edit > Copy Style and Edit > Paste Style settings?
