How to install Windows onto Virtual PC?

I'm trying to install an OS onto Virtual PC 6.1. The two OS's I'm having trouble with are a WinXP Pro Pack.dmg file, and a Win98 full installation CD. When I try to mount the WinXP Pro Pack.dmg, I get the error message;
Virtual PC Windows XP Pro.dmg failed to mount due to error 95. (no mountable file systems) Is there something else I need to do to mount and install this?

As for trying to install from the Win98 CD, I first created a new entry for the Virtual PC List, then hit the Startup button. A dos type window opened with the message;
OS not found
Install an OS on this hard drive

I then inserted my Win98 CD and restarted VPC from the Control menu. At this point, the CD spins-up, but nothing happens. If I press a key, I get the same error message above;
OS not found
Install an OS on this hard drive

I've made sure that CD bootable variable is checked. What else should I try?

Check out this first.

The install program on the Win98 CD should start automatically. It's not for some reason, but you should still be able to start it if you have a DOS prompt. Type cd d: to change to the CD (the CD may not be drive d:, so try other letters if d: doesn't work, but I know it won't be a:, b: or c:). Then, type setup.exe to launch the install program. That should be it.

I followed the instructions on the above web site up to step 16, where at that point Setup.exe does not automatically start for me. So I tried your suggestion, but couldn't because I don't really have a DOS prompt. I have the black DOS screen with a blinking cursor below the error message;
OS not found

However when I try to type 'cd d' I get the error message again with each key that I type--that is, I'm not able to enter anything at the prompt. Furthermore, step 17 on the above web site says 'On the Virtual PC Toolbar, click VPC Additions and then click Install Additions'. However I don't have a Toolbar anywhere, nor do I see VPC Additions in any of the menus.
Anything else I could try?

Where did you get the Win 98? Some versions of Win 98 did not come with a bootable CD.

Some came with a non-bootable full installation CD, but a DOS floppy boot disk. Typing setup.exe will be useless, because the "hard drive" will have no OS. setup.exe requires the DOS prompt (meaning the OS has to be there before setup.exe works). To get the DOS prompt you would need somehow to emulate the Win 98 boot floppy, or else get the CD-bootable version of Win 98.

Personally, I think it's a waste of time to install Win 98 anyway. The OS of choice is Win 2000, or possibly Win XP with the eye candy turned off along with a lot of the services.

Okay, maybe the Win98 CD that I have is not bootable. So now, how do I mount the WinXP Pro Service Pack.dmg? When I double click the image, the Disk Copy utility gives me this error message;
"VPC Windows XP Pro OS Pack.dmg" failed to mount due to error 95. (no mountable file systems)

What needs to be done from here to mount it?

Bad download dude
No but seriously a Error 95 means corruption in the file system. Maybe some file recovery tool will be able to save it but none that I know of will.

You need to download the Windows ServicePacks and updates from within Windows IE running.

Best to click on check for updates in IE and follow prompts. Let MS check your OS and recommend updates. Expect a very long time installing (over an hour total).
