iChat AV: initiating audio chat only works one way?

My brother and I use iChat AV audio connections to talk to each other. Lately, I have been able to initiate the audio chats fine, but it doesn't work if he tries to initiate. I get an error about it timing out, and he sees gets a message that I refused the connection. The same thing happens when attempting to transfer a file using iChat AV. I can send him a file, but it doesn't work if he tries to send me one.

We're both using the beta on OS 10.2.6. I am behind a linksys 4 port cable router/switch on a cable modem connection . He is behind a linksys 802.11b access point with 4 port router/switch on a cable modem connection. Does anyone have any ideas? Would the problem most likely be on my end or his? Neither of us has the OS X firewall enabled, and neither of us has enabled any special settings on the routers.
