Can I get documents that open in Preview to automatically open at 100%?

Also, is there a way to disable the crop tool and/or have Preview start out with the Move tool?

Yes, if you set the Preview preferences to do so.

It defaults to the Move tool for me, so I would assume it does the same for you if it's the last tool you had selected.
