IIRC, the Finder should even write Windows-friendly DVDs, in Panther.

Now, they should add native packet-writing, and everyone would be reasonably happy...

There were some bugs in some of the early releases of 10.2 which prevented CDs from working under Windows, but it's been burning hybrid CDs that work for some time.
