Since the early betas I am wondering what purpose does folder actions serve. I would be greatful if someone would provide an example of such a use

The possibilities are endless ... give it some more thought and try out some of the ones Apple has included in Panther.

An example: whenever a picture is dropped in a folder (via ftp or afp or whatever) it's automatically converted to PDF.
There are tons of possibilities.

So, is there a way to automatically upload any changes that I make to my web site using Folder Actions? I'd be interested in this...

It's very doable. You control-click on a folder, choose "enable folder actions". Then, write an applescript that uploads a file to the server. Then, map that script to the folder. See the example scripts in:
/Library/Scripts/Folder Action Scripts
I think you can also write your folder action scripts in python instead of AppleScript. For programmers, this has got to be easier (I personally love python and am not a fan of AppleScript).

How about folder acions to:
Monotor changes to the files contatined in the folder and generate a report log of activity.
Delete the conents of a folder at the end of the week, month, etc...
Burn the contents of a folder when it reaches a certain size or alert you.
