It just occurred to me a few minutes ago that I had heard about this option but hadn't come across it in preferences. So, after searching for a while, I finally found it under Edit -> Attachments -> Always send Windows-friendly attachments.
Can anyone offer a coherent explanation of why this is in the "Edit" menu, and not in Preferences? I only found it because I was going through every menu, item by item.

Yeah good question. This is one issue that prevented me from using mail.app. I've been using entourage because I deal with Windows users a good bit and they were getting confused with the file + resource fork when I sent attachments.

From some tests, I can confirm it does work....WOO HOO!
Also, this option is available to check when you actually go to "Attach" a file via the file chooser window...

So what exactly changes depending if this is enabled or not?
(and why doesn't typing in "Windows friendly attachment" to the Apple Help system answer that question for me, Apple?)

I'm not sure if it's program specific or not because I get these every now and then when using my PC, but sometimes Windows users will see duplicate file attachments when receiving e-mails from Macs. It's because the resource fork is being attached to the e-mail which results in PC users seeing two attachments of the same file. The resource file is much smaller, while the actual file will be the larger one.

The 'fun' thing is that one of the few apps in Mac OS X actually using resource forks is Word

Or anything that has a custom icon pasted on it, or anything that is set to launch with a custom application...
