Is there a setting to remember where you were when you quit the program last?
when I frequent the same pages so often, I would like all tabs and sites to return from where I left off last.. this is a simple feature, am I missing it somewhere?

Opera supports this. Safari doesn't.

Nasrudin sat on a river bank when someone shouted to him from the opposite side: "Hey! how do I get across?" "You are across!" Nasrudin shouted back.

the simplest suggestion would be - don't quit Safari. Just let it run in the background.
Also:
Didn't a previous version of safari allow for tab sets? i.e. allow you to select an item from a folder in the bookmark bar that "opened all?" This isn't still there, but maybe Safari Enhancer or something knows how to turn this on again, in which case you could just put all your normal tabs into a single folder and load all of them at once after restarting Safari.
