Best MenuBar launcher?

I want something that I can put in the menubar, and when I left click on it, it brings down a list of applications and folders of my choice. I know fruit menu can let me put something in the apple menu similar to this, but its not free. Are there any free or almost free programs that do exactly what I want?
Also it must work in panther. thanx!

looks like it costs $10 but its "honorware(no snag windows)". sounds like its just what i'm looking for
any idea if it works perfectly with panther?

TigerLaunch is also available as free, open source software. I haven't tried it, however. I use the Dock and LaunchBar for my launching needs.

yeah i tried tigerlaunch as well. it only lets you chooose apps to add to the menu, and not folders, so its a no-go for me.
snard is nice, you can even customize the menubar icon
