I replaced IE with Safari. I thought I completley removed IE. But when put IE back on my machine all my old cookies were still in the cookies preferences. I want cookies and all IE files completly removed from my mac.

Have you tried Cookies in your user Library?

It has been so long since I used IE that I am not sure if this is the right one. I also use NetBarrier to delete my unwanted cookies as well.

EDIT - just loaded this page on IE - looked very ugly. If you look in the preferences you have the option to delete cookies.

OS X: com.apple.internetconfig.plist (Library/Preferences). This file is also used for other things (such as your default browser and mail client, and Entourage cookies if you use Office v.X) so deleting it isn't quite so simple - you lose a few other settings.
