Anyway to 'throttle' a hotline server?

Right now I'm running a hotline server, and when people are on it, the 'net is basically unusable. Is there anyway to get bandwidth to be adjusted according to what application is in front??? I'd really like to still be able to surf a bit sometimes when people are on the server, but I don't like kicking them off.

Doh! I knew I asked it before, but I looked at that thing... and..eh.. I need to install a bunch of weird ****....and..eh... I Dunno. Doesn't anyone make one a bit more user friendly???

Well, first you find the person that made your Mac slow by running a Hotline server on it, then you grab him/her by the neck, and...
wait, that's a different definition of 'throttle' than you were looking for, isn't it.

It does ask you for your password, true.
But it doesn't install a bunch of weird ****, it puts a single program in your Applications folder (that you can't move, unfortunately).
I find it quite straight-forward.
