Now that I have installed TTP 4, and love it, I have deleted all traces of Norton except the invisible Norton FS Data file and I can't seem to get rid of it. I've changed the ownership to myself and deleted it but it creates another one. I've even booted into my FW HD and deleted it from my internal HD but it keeps coming back.
How do I get rid of the damn thing anyway.

Sounds like you didn't get rid of every trace of Norton. There's probably still some daemon running in the background that's creating that file automatically.
Make sure you got rid of everything Norton and Symantec-related in the /Library/StartupItems and /System/Library/Extensions folders.

I looked in those folders and can find nothing that appears to be associated with Norton or Symantec. Did a 'search everywhere' for both Norton and Symantec and it shows nothing but the NortonFS Data file.
Any ideas what I should be looking for?

You could check the installation log, if you have one.
Does Norton's installer have an uninstall function?
I've got an old Norton installation log that someone sent me ages ago, but I can't promise it will be up to date anymore. It mentions these files of interest:
/Library/StartupItems/NUMCompatibilityCheck
/Library/StartupItems/VolumeAssist
/Library/StartupItems/TrackDelete
/Library/StartupItems/NortonMissedTasks
/Library/StartupItems/NortonAutoProtect
/System/Library/Extensions/symfs.kext
/System/Library/Extensions/DeleteTrap.kext
/System/Library/Extensions/SymOSXKernelUtilities.kext
/System/Library/Extensions/KTUM.kext
/System/Library/Extensions/SymEvent.kext
I recommend you get rid of all this stuff because it can cause crashing.

<ot>Beware that "Search everywhere" does not search the System folder. If you'd like to search the System folder you'd have to manually add it to the search locations.</ot>

My /Library/StartupItnes folder is empty so I know there is nothing there. Double and triple check the /System/Library/Extensions folder and none of the files you mentioned it present.
Also added the System/Library to the search function as suggested.
Still nothing shows up except the invisible NortonFS Data file. This is getting spooky.

Go to Activity Monitor and see if you notice any unusual daemons that might be related to Symantec, Norton, FileSaver, VolumeAssist, etc. running.

I finally got rid of it. I'm not sure why it worked this way but this is what I did. First whenever I changed the ownership and then deleted the file it always reappeared. To finally get rid of it I changed the ownership and then rebooted with the changed ownership. Then I deleted the file and it didn't come back. I'm not sure why rebooting after the change in ownership allowed the file to be deleted with reappearing but so far it hasn't reappeared.
