As the question, if I make lists of addresses, it has the country, but if I print mailing labels, it doesn't.

Is there a way to force this as a lot of my addresses are overseas and it would save me writing them out by hand.

yep.

check the box for "country" in the print dialog.

more specifically, it's in the "Label" rather than the "Layout" tab of the print dialog, and you can even tell it to except your own country.
