In this case, if I wanted to use my same applications (I have a lot of them so I don't really want to reinstall them all), can I just copy them from HD to HD?

For the most part, yes. There may be a few apps that install kernel extensions or do other ugly stuff, but there aren't that many.

Note if you have products that are registered, most of them store that info somewhere else, so if you copy them over you'll need to re-enter registration info.

CCC can make a fully copy of your disk or certain components -- be sure it's what you want to do -- I wouldn't use it to migrate from one system to another, I'd copy my apps and my home directory, and do the other setup stuff "fresh."

CCC is great...I recently used it to clone my AlBook HD before sending it back to Apple for repair. The only things affected when I cloned it back were Entourage keychain entries and Camino prefs.

Are you moving only the Application folder (not your home folder and system folder)? In that case all you need is to copy the Application folder.

If you're changing hard drives completely, I'd suggest copying the Applications Folder, Application Support folders in both /Library and ~/Library. I'd also copy ~/Library/Preferences since this is where most of registration information is stored.

However as mentioned above the easiest way to duplicate an entire OSX hard drive is CCC
