I'm looking for an app that can set one size for all Finder windows, so any window the Finder opens is the same size and has the toolbar/sidebar. It'd be cool if it were Cocoa/Free, but I'd be willing to pay.

By all windows, you mean including 3rd part disk images, your home folder, etc.?

Generally I navigate with a few of my own set sized column view windows, so I really don't have a problem with different window sizes.

Replace / with &.

Anyway, I mean every thing the Finder opens. That means disk images, app contents etc.
