I have had to reinstall OS X 10.2.8 and OS 9.2 after erasing and reformatting my hard drive.
When I run an application (Route 66) in Classic which is mainly graphics the application seems to launch correctly except that the pages are blank. This programme ran without any problem before it and the OS were reinstalled.
Could this happen because some OS 9.2 extensions are missing or is there likely some other explanation?

Does it run properly when booted under OS 9? Did you re-install this application through OS X or boot into OS 9 to install?
