Faxing: won't work with any fax software. WTF is wrong?

I almost took a sledgehammer to my iMac 600 yesterday.
I can't send a f**king fax with this computer using any software. Panther's built-in faxing doesn't work; FaxSTF doesn't work; PageSender doesn't work; FaxCenter (i.e., Cocoa eFax) doesn't work. None of them work.
All the programs recognize the internal modem, but they won't dial out. I'll get a dialing error message or the fax will spontaneously abort without a reason.
The modem works because I can dial-in to a friend's dial-up account (I have a cable modem), so I know it's not a defective modem.
Does anyone know what the f**k is going on? Faxing in OS X should be a no-brainer, and yet, I can't even get basic faxing to work.
Could it be a problem with the phone company? In other words, do I need to enter some number or special characters (commas?) before hand?

Before Panther's built in fax abilities, faxing was always rather crap for me. But Panther works without issue for me.
What exactly is the error you get? Does it even try to dial? When does it stop?

No, it doesn't even try to dial. It just aborts.
Now it appears that dialing up an ISP doesn't work. If I try to dial an ISP with Internet Connect, it says that it can't detect a dial tone. If I disable "wait for dial tone before dialing," it still doesn't work.
I've connected the modem directly to the phone outlet, I've swapped phone cables, and I've zapped the PRAM, but nothing has worked. The modem doesn't seem to be able to communicate with the phone jack in the wall. It's starting to look as if the modem is damaged, even though I've never used it (I've always had broadband).

Sounds exactly like a problem a mate of mine had (Member 'Zoom_zoom' round here). Turns out his modem stopped working in a storm, must have been zapped by lightning. Do you leave your modem plugged into the phone outlet when not it use?
He tried everything, but needed to have a new modem installed, works fine now.

Yes, I do, although normally it's connected to a phone jack in a surge protector. Also, we almost never get lightning storms where I live.
Are there any utilities that can test a modem for damage due to lightning, etc.?
