Because he's not using Mac OS X. He's using OS 8.
Anyway, the reason the .smi doesn't double-click to launch is because the Windows PC stripped its resource fork. Not to worry, though, you should just be able to open Disk Copy and then drag the .smi on its window, and that should launch it.

Any files that are in .bin or .hqx format are Windows-safe and won't get mangled on a PC. You decode those types of files with StuffIt Expander.
.img and .image are disk image formats, and they open with Disk Copy. .dmg is a new type of disk image format that only works with OS X. .smi is a self-mounting image, which is basically a disk image with the code to mount it built-in, so you can double-click it without having Disk Copy around. However, .smi files get mangled by Windows, removing the self-mounting feature. Therefore, it's best to leave an .smi file as .smi.bin or .smi.hqx if it came as one of those until you get it onto the Mac. However, I think you can mount a mangled .smi by opening it with Disk Copy.
.toast, I'm not sure. I think it's some kind of proprietary disk image format supported by Toast only. If you have Toast, you should definitely be able to open it, but I'm not sure if Disk Copy supports it or not.
Hope that helped.
Charles

.toast is a .iso (and several other formats from the PC are also the same format as toast.)
