I noticed that when you copy and paste texts from Safari window to TextEdit, the links are preserved (so you can actually click on them to open the website). The question is, how do I convert a segment of plain text into a URL link in TextEdit?

Quite simply, you can't. TextEdit supports links in text, but to my knowledge it doesn't create them.
