"Safari v1.2...has been designed to leverage advances in Panther not present in the Jaguar release of Mac OS X. These Panther technologies are needed to deliver Safari v1.2's most significant improvements."

So this will end the discussion whether and why not Apple releases an updated Safari for Jaguar. However Apple will continue to release security updates for Safari 1.0 (only when needed I assume).
