Is there a way to edit a file in OS X so that the installer of an application allow the installation of a G4 application on a G3. For example loading Final Cut Pro 4 on a G3?

First off, no.

Secondly, The reason that those apps can't be installed on a G3 is because they are not Altivec optimized, they are Altivec required. So unless you found a way to soder Altivec onto your G3, your still SOL.

The file that is usually checked for the version in Apple's OS X standard installer scripts is /System/Library/CoreServices/SystemVersion.plist.

If it is a .pkg it might be more advisable to locate the script inside the package and change it instead of editing the SystemVersion.plist.
