Photoshop CS Window Switching

Does anyone know if it's possible to change the window-cycle keyboard shortcut in Photoshop CS from Command-~ to Command-`? The reason I ask is that Adobe, in their questionable wisdom, have hard-coded said window-switching to use the actual ~ symbol. On a UK keyboard, the ~ symbol is achieved by pressing Shift-`. So, to cycle through windows in Photoshop, you have to do Command-Shift-`. Which is not fun or easy.
So. Does anyone know if it can be changed? I've looked through the keyboard shortcut thingy within Photoshop, but can't find anything. Nor does there seem to be an equivalent menu option that I can re-allocate using the System Preference's built-in keyboard shortcut modifying... thing.
This has been bothering me since CS came out, but I kept forgetting to ask about it. Now I remember! Anyone know anyhting?

You could try Menu Master from Unsanity. It's shareware, but it does the job well.

See, but there's no menu item for Menu Master to, um, master. Or does it work in a different way than I think?

Try complaining to Adobe, hope they fix it for Photoshop 8.0.1.

Nope, because there's no option under any of the menus, such as "Switch to next Window", for you to allocate in Panther's keyboard shortcuts thingy.
