Problem sending html emails using Mail to Windows Users

Whenever I send an html e-mail (or forward one) using Apple Mail to Windows users they get the e-mail with tonnes of attachments rather than the html embedded in the e-mail. Does anyone know if there is a setting that controls this or if there is a workaround.
