I would like to take a .mpg file that my replaytv created and compress it to A) another mpg file so i can fit it on a dvd-r basically i want to drop some quality to fit it into 5.4gb and/or B) Compress it into a quicktime file or something similar so that I can send it to someone over the net... maybe even make it ALOT smaller. like turn it into 640x480 divx file but im not sure what programs are good for A or B options

I know there are some applications that can transcode on http://www.versiontracker.com that would do this.

Also, if you have Quicktime (you may need the pro version) you can do a save as, and save it as an MP4 file.

Ick, QT's MPEG-4 codec sucks. Use DivX or 3ivx or XviD instead

ffmpegx should do the trick for all your needs. there are a number of other options, too. VLC can transcode. There is mencoder, quicktime with 3ivx, etc.
