One feature I miss that Internet Explorer has, and Safari doesn't, is Subscriptions.
Is there any plug-in for Safari that will check designated web sites and notify me if they've been changed?

You should try OmniWeb.

From the Features Gallery:
Website Change Notifications

Save time with bookmarks that notify you when your favorite pages are updated or go down for maintenance. Your bookmark status is unobtrusively displayed on the OmniWeb icon in your dock for easy access.
