If im at school and im on a pc using itunes and my buddie is using itunes i cant see his plist. What do I have to do?

Turn on sharing for both versions of iTunes?

You need to be on the same subnet for iTunes sharing to work. And, your school might be firewalling the ports that Rendezvous uses, in which case you're hosed.

Shouldn't you be doing your schoolwork instead of playing with iTunes anyway?
