A friend of mine backed up a bunch of data to her ipod, reformatted her windows computer and then reinstalled programs on it. After installing itunes, she plugged in her iPod and it needed to "Configure" it. Doing so reformatted the iPod.

Can Norton Utilities Volume Recover restore a reformatted disk? Or is it only for damaged drives?

From Volume Recover's manual:

What Volume Recover can't do

Volume Recover cannot recover a hard disk that has been low-level formatted, as this type of initialization completely erases all information on the disk.

So, it all depends on what sort of formatting she did but chances are you're out of luck, however, you've got nothing to lose trying.

Might well work, don't let her do ANYTHING more to the pod - I very much doubt configuring the pod is low level formating it - but saving anything else to it could overwrite the information you are trying to recover.
