iPhoto window snaps to secondary screen?

Is this a known bug, or just happen to me...

If I am running with two screens (not mirrored)...
the external as primary positioned above the laptop's
screen as secondary...

if I grab iPhoto's window and move it around on the
primary screen, it moves like normal... overlapping
onto the secondary screen as expected... UNTIL...

... until I drag it to where more than half of it is on
the secondary screen... then it snaps down onto the
secondary screen... and it won't let you raise it back
up to the primary screen... its as if it believes its
running into the menu bar, even though the menu bar
is not there (its up on the top of the primary screen).

Quitting iPhoto doesn't help as it remembers it was on
the secondary. I have to disconnect the external
window.

Anyone else seen this?
