Safari on 10.3.5 is not moving where I want it to move

	When I move Safari, say a little lower so the dock covers a little bit of the screen, it comes straight back up until the top touches Apple/File/Edit bar. Then when I resize the Safari window it moves where I want to. Is this normal? This only happens when the window is touching the File Bar and the Dock at the same time.
