Every time I receive an e-mailed file that is an excel file from another system (probably a PC) when I click on it, TextEdit tries to open it and the only way I can get it opened by Excel is to download it to the desktop and open it FROM Excel and not by double-clicking it.

Get info on such a file, change the "open with" application to Excel, and then hit "change all."

If you are using Mail as your e-mail client, you can just drag the file icon from your e-mail message onto the Excel icon in the dock and it will open in Excel.
