Is there any utility (or program) that can shrink a picture? What I need is a simple utility that I can drag a picture to and it would shrink it to a smaller size (640x480) and the lower the res so as to set the final size to x KB?

literally I just want to drag a pic on the icon- and have the picture (shrunken) appear on my desktop.

More simple than iPhoto? Drag the picture to iPhoto, resize it, export it.
