Connect Motorola v400 with iSync 1.5?

I'm running OS X 10.3.5 and iSync 1.5 and trying to connect my Motorola v400 phone with the USB cable I bought from Cingular plugged into my PowerBook G4's USB port.
But iSync says it can't find any devices.
Has anyone had any success syncing Address Book and iCal data to this phone?

Yes, I have no problem doing what you're mentioning here. Just plug the cable to the phone and to your Mac, add the device under iSync, and sync.
To discard the posibility that the cable might bad, check by pluging your phone to the cable and to the USB port. Start System Profiler (Applications->Utilities->System Profiler). Does it see the phone as a USB device?
Watch out, though, iSync will make your contacts on your phone sort by First, Last, and the entries that have only Company Name will be at the begining of the list (there's a space behind each entry so they get sorted first).

With the cable plugged in, System Profiler sees a USB device where I've connected. It can't tell the manufacturer, but it knows a device is there. iSync 1.5 still won't see any devices to add.
Is there a special sequence to plugging in or turning on the v400?

No special sequence needed to connect the device. The fact that the Mac sees the device is good, but since it's recognizing it as a generic device makes me believe that this might be a software/driver problem.
Try installing the iSync update again to ensure the latest drivers get copied over.

I did reinstall iSync, but that didn't help.
By some weird chance, does the phone have to have a good signal to Cingular? Mine has noting where my computer is.

I get a few bars but good enough signal with a Cingular or T-Mobile SIM on this V400 in my neighborhood (NW suburbs in Cincy).
I would be very surprised if iSync needed full signal to properly recognize the phone.

I have a phone to USB cable that I bought from Cingular along with the phone. Do you have the same, or a different cable?

I got the USB cable from a Cingular store (Montgomery Road in Landen)... It's a generic USBV series Motorola cable.
The V400 I did not get via Cingular (it's SIM unlocked).
