Here at my work we only have a program called Amadeus, and it only does stereo. I'm only running OS X without Classic, so unfortunately I can't really use Macromedia SoundEdit.
Are there any cheap solutions for Mac OS X for doing multiple track audio? My stepmom needs to take 6 or 7 audio samples and overlap them. For example, she want the sound of water flowing in the background, then put in laughter of kids. Then have some Native American flutes playing.

The obvious:
There is GarageBand, of course.
That might be more than your stepmom needs, though, so if she's happy with Audacity,  .

I was wondering Spheric. I tooled around with GarageBand earlier as a result of reading this thread. How does one import a pre-recorded audio track (like and mp3 or aiff file). I couldn't seem to find the way to do this.

Drag the track directly into the garageband window.

Thanks, that's what I had tried. It acted as though it were importing but then didn't show up as a track. That was an mp3 --- worked fine when I tried an aiff
