Yes, and I have an example on-hand.
This petition - http://www.petitiononline.com/MegaRock/petition.html - eventually prompted Viz Communications to translate and publish this manga - http://store.viz.com/browse/MEGAMAN/...MAN/s.w28yAo4X - in English, with more related manga series hopefully forthcoming.
There are a couple of other online petitions that I recall being successful, but I can't remember what they were for right now...
