Is there a Mac program out there that will convert webshot images to jpg?

QuickImage converts all types of images to other formats. This may be what you're looking for if I understand you correctly.

Apple's Preview can export PDF's to JPG if that's what you want, though it can't resize. GraphicConverter can handle just about anything...
